Install Docker in Windows 10, then I open “cmd” and executing “bash” and run the command “SH LOKL-CLI”. I get the lokl interface “c” and I get this message: “Docker doesn’t seem to be running or suitably configured for Lokl”.

I think you’ll need to use a different command line than the Windows built-in one.
The Windows Subsystem for Linux (WSL) may work. I’ve heard user reports of success with, I believe, the git bash shell:
